Affordable Housing Projects- Application

On Tuesday, February 28th, 2023, The Division of Community Development (DCD) issued an open and competitive request for Proposals (RFP) for the following programs:

Affordable Housing Trust Fund (AHTF) and HOME

Under the AHTF and HOME programs, eligible projects may fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.

Community Development Block Grant - Public Facilities (CDBG-PF)
Under the CDBG-PF Program, eligible projects may use funds to undertake a variety of public facilities and public improvement projects. In general, public facilities and public improvements are interpreted to include all facilities and improvements that are publicly owned, or that are owned by a nonprofit and open to the general public.

An Information Session will be held on March 10th at 11 A.M. in the Board Room at 4 Jackson Square, Jersey City. The City encourages local community groups and affordable housing developers who provide benefits to low- and moderate-income populations to attend. Since the funding source is limited, this will be a competitive application process but the information session will be useful when planning for RFPs in the following year. The review criteria and eligibility requirements are noted in the RFP. The City of Jersey City HUD Entitlement Program goals are consistent with its adopted 2020-2024 five-year Consolidated Plan and the National Objectives defined by The United States Department of Housing and Urban Development.
